Squirtle's side b jump / tap jump turned off

While in side-b, tapping up will initiate the hop mechanic even with tap jump turned off. Is this intentional, or just a small oversight? I know it's not a serious issue for people who aren't completely ******** and press buttons when they want to, but I've found that I am quite often jumping in withdraw during panic DI anticipation.
