Up-Smash not linking to charge animation and Down-Smash not charging when supposed to

Title says all. Its not charging. It just goes from AttackHi4Start to AttackHi4. My Down-Smash isnt charging power when you charge it. It always delivers the same knockback and damage.

Please answer both of my questions. Thank you.:)
