What buffs would make bowser top tier

I think if they made fire breath faster, fair safe on shield, and side b is 3 frames instead of 5.

I'm honestly not sure if buffs could make him top tier. I think his large size and weight are his big flaws keeping him out of top tier, but it wouldn't make sense to have him without those. Maybe he'd be top tier if we were in a different game engine where combos and advantage state weren't as overwhelmingly strong, but that would require us to be playing a new iteration of Smash entirely.
