I don't think Luigi's Mansion's is a banned stage. In fact, many think it's a counterpick.

My friends and I always love to play on Hyrule because we don't camp the entire round XD and we have played that stage an inordinate amount of times during the days of melee. Now we really enjoy 75m for fun matches as well as WarioWare because it can cause someone to win that sees invertedly just because it wants them to win XD add in mr.saturn smash balls and mr.resetii and you have a hilarious battle.
