The first one has R.O.B. in it because a(i think the ds) version of F-zero had R.O.B. as part of the track scenery as an easter egg kinda tribute to R.O.B. to which a lot of games have done similar things, like mario kart ds

No. In the Port Town level in F-Zero GX (which that stage is based on) has a massive R.O.B. statue in it. But then again, it could be Sakurai playing tricks on those who don't know the the full roster (all three people).
