Request X-frame buffer?

I'm wondering if it's possible to implement a 10-frame buffer like Brawl/Smash 4, or a 3-frame buffer like Project M has. I'm not at all skilled in this area, so I don't know if what I'm suggesting is even sensible. If it isn't, I apologize. I'd also be willing to commission someone for it, if that's prudent.
