The Rules

Definitions

Bracket- A flow chart indicating who should play who at any point in the tournament. The completely deterministic nature of a bracket ensures fair play. Most tournaments at this convention will use double elimination brackets.

Match- A pairing between two people in the bracket. The two people play each other until a winner is determined. For example, the final Match in in the tournament determines who gets 1st and who gets 2nd. A Match is usually 2 out of 3 games. The term "set" is interchangeable with match.

Game- A Game is just what you think it is… a single game between 2 players. For example, a game in Super Turbo is over when someone wins 2 out of 3 rounds. A game of Capcom vs SNK 2 is over when one player loses his last character. Make sure you understand the difference between a Match and a Game!

The Tournament Director- The person responsible for running the whole event. In this event, Me.

Judge- The Director has a lot of people helping him. These people usually watch over Matches and help to resolve conflicts. Thus, those people are called Judges. They are tournament officials. While they can help to resolve conflicts, the Director is the ultimate authority in making sure the rules are enforced.

Tournament Format

All brackets that are under 32 people are a straight double elimination bracket. If there is over 32 people, even if it is just a single player, the format shifts to EVO-style pools. If a full bracket is not possible(less than 8 people), the format will shift to Round Robin.

For 33-64 players: there will be 4 pools where the top 4 players in said pool will advance to a final 16-man double elimination bracket. Any losses that are obtained in pools will carry over into the final bracket.

For over 64 players: there will be 8 pools where the top 2 players in said pool will advance to a final 16-man double elimination bracket. Any losses that are obtained in pools will carry over into the final bracket.

General Rules

Bracket Seeding- All players in the tournament will be “seeded by region”. To the best of our ability, we will place players in the bracket in a manner that minimizes the chances of them playing against someone who lives in close physical proximity to them. This increases the likelihood that you will play against players whom you have not played against before. At no time will there be any seeding by skill. Skill, a lot of times, is mostly based on reputation and at no time will there be any undue advantage given because of reputation.

Example of an improper seeding- Justin Wong, a top Street Fighter player in the US that lives in California, registered for the Street Fighter 4 tournament with John Choi, also a top Street Fighter player from California. Later Mew2King(sorry for this -Sanji), a Brawl Player signed up with other Brawl people from around the country for an eight man bracket, including two people from California. When the bracket is seeded, Choi and Wong play the two people from California in the first round and not play each other until the winners finals.

Example of a proper seeding- Justin Wong, a top Street Fighter player in the US that lives in California, registered for the Street Fighter 4 tournament with John Choi, also a top Street Fighter player from California. Later Mew2King(sorry for this -Sanji), a Brawl Player signed up with other Brawl people from around the country for an eight man bracket, including two people from California. When the brackets are seeded, all of the California people play their first round matches with Wong and Choi winning. The bracket then proceeds until all of the California people play each other in the winner's and loser's finals, respectively.

1. Prizes for each game will be distributed immediately following the tournament at hand.

2. A match for all tournaments are best 2 out of 3 games/songs, ect.(unless specified). All Finals matches are best of five games.

3. I am all for casuals, but you must register BEFORE you play.

4. Any grievous misconduct will result in you being removed from the premises without a refund and any prize money that is won surrendered. This includes, but not limited to, drinking, smoking(in building), gambling on matches, and disrespecting and arguing with staff(for both The Classic and the venue).

5. Hardware macros are strictly prohibited. You may only use the macros that are available in the in-screen configuration menu.

6. An accidental pause of the game may result in forfeiture of the game at the judge’s digression.

7. You must bring your own controller for any console that the game is played on. Converters may or may not be offered for any console that requires them(ie: PS2 to DC and PS2 to PS3. If you wish to play pad, you MUST use the console default, or an officially licensed controller(usb cables must be used on PS3 and 360 controllers). Even though Wii will be used for Smash, You MUST use Gamecube controllers.

8. Wireless controllers are strictly forbidden. If you bring one, it will be seized by the tournament director and a corded controller will be provided in its place. Return of the controller will happen if you return the controller that was provided. Wavebirds are not exempt from this rule.

9. There is zero tolerance for theft. If caught stealing, a police report will be filed with the proper authorities, and will be prosecuted to the maximum extent of the law.

10. Double Blind selection may be called by the judge for any reason and any game may be replayed at the tournament director’s digression, even if it was the last game in a match.

11. Equipment failures are subject to a three person panel that will consist of the Tournament Director, the head judge, and one person deemed an expert in the game at hand, using EVO standards as a guideline. If the equipment failure was reported by a player, and the panel ruled against him, the match is forfeited. Judges can report equipment failures on behalf of the player. If the panel rules for the player, the equipment is ordered to be replaced with a padded controller and the match is ordered to be replayed with the same characters and settings. Regardless of what the panel rules, if the judge convenes the panel for the player, the match is ordered to be replayed with the same characters and settings.

12. Rules violations must be reported the instant the violation is made(within reasonable standards). The Classic will use the yellow card system when issuing rule violation penalties(Yellow card will forfeit the match and a red card will disqualify you). If a player falsely(or ignorantly) reports a rule violation, then they will be issued a yellow card. You will have a clean slate for each tournament.

13. Unless otherwise specified, any team tournaments are a "Winner Stays" tournament.

Game Specific Rules

Super Smash Bros. Brawl
Version: US Nintendo Wii
Settings: 3 stock, 8 minute timer, Items is OFF

Stage List

Starter list
Battlefield
Yoshi's Island
Smashville
Pokémon Stadium 1
Final Destination
Delfino Plaza
Halberd

Counter Pick list
Pictochat
Rainbow Cruise
Pokémon Stadium 2
Jungle Japes
Norfair
Lylat Cruise
Castle Siege
Brinstar
Pirate Ship
Frigate Orpheon
Green Greens

Banned: EVERYTHING ELSE! You can not play on any other stage period!

- If a game goes to time, the winner is determined first by remaining stock, then percentage. If tied[or the game ends with a double suicide tactic and it goes to Sudden Death], a one stock, three minute Sudden Death overtime with the same characters and stage will be played.

- Using Metaknight's IDC glitch for any other purpose than recovery is banned, and will result in either a loss of game or loss of match to be determined by a judge.

- Stalling is Banned!

Stalling: The act of deliberately avoiding any and all conflict so that one may make the game unplayable. Running away from an opponent to reach a better position is not stalling, while using an infinite to run out the timer rather than to score a KO is. As such, any infinite chain-grabs, locks, etc. cannot exceed 300%.

- Any action which prevents the game from continuing (i.e. by causing the game to crash or causing all characters to freeze indefinitely) is banned. If the Tournament Organizer or a judge can conclusively determine the player responsible for the failure, that player loses the interrupted game. Players are expected to know their characters and prevent this from happening.

- Some interactions (for example, a throw with a wind attack) can cause one character to become frozen until being hit. If this happens, the free character is expected to capitalize on this in a timely manner; a failure to do so is stalling.

- A player MAY use wiimotes or any combination thereof as a control scheme. If a player does this, they are responsible for removing the batteries out of the controller in between each match. If a player fails to do this, and it interferes with another match, the player will be DQ'ed. NOT SENT TO LOSERS, DISQUALIFIED.

Set Procedure

1. Players are to determine their ports. If a conflict exists, players are to play Rock, Paper Scissors for first pick of the ports.
2. After players have selected their characters, the players play RPS [again] to determine who is "player 1" as defined by the rest of this ruleset.
3. Player 2 will have the option of striking one stage from the counter pick list to be banned for the rest of the set followed by player 1.
4. Player 1 will then have the option to start the stage striking system or go random. If a randomly selected stage first match goes to sudden death overtime, the player is expected to reselect the selected stage manually. Failure to do so will result in an automatic loss of set.
5. The loser of match 1 must name aloud the next stage from the starter list and the remaining counter pick list. Random is not allowed at this point.*
6. The winner will select their character followed by the loser.
7. Repeat steps 5 and 6 for all other matches in the set.

* No player may select a stage they already won on unless agreed upon by both players.

Additional Rules for Doubles Play

- Team attack must be set to ON.

- Life Stealing is allowed

- The controller ports will be determined in a 1221 fashion; whoever wins the RPS will choose first, then the opposing team will get their ports, and then the teammate of the RPS winner will get the last port.

- If the clock expires in a team match and the total number of stocks of each team is equal, use the sum of the final percentage of players on each team as the tiebreaker; whichever team has a lower sum wins. (A player who has been eliminated has no stocks and 0%). If percentage is tied, a 1 stock, 3 minute Sudden Death Overtime match is to be played with the same characters and settings.

- In team play, causing both characters of a team to become frozen (i.e. by interrupting a throw with a wind attack) is to be treated the same way as freezing the opponent in singles. Leaving only one of your opponent's characters frozen is legal since the teammate can work to undo the freeze.

Super Street Fighter 4
Version: US Playstation 3

- Stage selection is to be set at Random, no exceptions.

6. The loser of match 1 must name aloud the next stage from the starter list and the remaining counter pick list. Random is not allowed at this point.*
7. The winner will select their character followed by the loser.
8. Repeat steps 6 and 7 for all other matches in the set.

- Stages must be set on Random, NO EXCEPTIONS!

- Players may not select the same character twice for their team

- Winner must select the same characters in the same order. Loser may change everything.

Super Smash Bros. Melee
Settings: Singles VS Melee, 4 Stock, 8 Minute Timer, Items = OFF

Stage list:
Final Destination
Kirby's Dreamland 64
Battlefield
Yoshi's Story
Pokemon Stadium
Fountain of Dreams(Banned for Doubles)
Mute City
Green Greens
Rainbow Cruise
Kongo Jungle 64
Brinstar
Poke Floats
Corneria

- If there is a conflict in selecting a stage, the tournament director will select a stage. After that, the losing player will select a stage. No stage may be used twice in any given match. Random select is not allowed AT ANY TIME!

- Glitches used to stop your opponent from controlling their character or indefinitely freezing them(Mewtwo's Soul Stunner or the Ice Climber's freeze glitch), or any glitch or trick that freezes the game or makes it unable to be finished are banned and will result in immediate disqualification from the entire tournament.

- Tactics such as Peach's Wallbombing and Jiggly's Rising Pound are allowed as methods of recovery or to maneuver around the stage. Using them(or any similar tactics) to excessively stall a match, such as dropping below levels intentionally and stalling underneath, is banned. If by using one of these tactics, you have placed your character in a position to lose a stock by ending the tactic, a judge may force you to stop and lose a life and continue the match short a stock.

- Ties will be determined by lives first, then percentage.

- If Stock and Percentage are tied and/or the game goes into Sudden Death, a one stock, three minute overtime game will take place using the same characters and stage. If this game, however goes into Sudden Death, you must play the sudden death.

- Wobbling is allowed.

nice! but I don't see Melee as a side event. :(

EDIT: After reading some more of the rules, I like your round robin for less than 8 players. Would there be grand finals for them?

Before the Item play thread suddenly died, there was discussions that MK can glide to the items better than other characters. Rather than restricting the stage list to compensate like 99.9% of Item TOs would do, I would like to take the direction in banning MK for items play because while BBR has its head in the sand about MK, given everything that we know about the character, add the randomness of the items and you will have a situation that causes controversey. If this isn't proof that MK is broken in, and I hate to say it this way, the game's natural metagame, who will stand up and actually declare him broken?

Update me sanji as the time get's near and I'll see what I can do to help you on your endeavors. The side event will be more brawl events and maybe a possible melee event to kinda kickstart things if people MIGHT be interested in melee.

By default, all of the neutral items will be on and all of the CP items will be off for the first game of the set. Before the match even starts, both players will be asked to strike one item from the CP list to be banned for the rest of the match.

At a players loss of game, they must swich on one item from the CP items list to be effective for the rest of the set.

Update: Added Mid/low Tier (D, E, F, G Tier ONLY), Marvel vs Capcom 2 Low Tier, and Melee Singles tournaments while removing Third Strike 3v3 and KOF 98 UM Singles.

Be warned. There could be a cool $50 if events fall into place for our first "Beat the Pro" Challenge.

It will get techincal if you don't know how to interpret the data. I will tell you how to interpret the data.

Most Rock Band or Guitar Hero games have a feature that measures the lag on a HDTV or other suspect TVs.

One frame for fighters is 17 ms.
- If the lag measures anywhere from 0 ms to 8 ms(or 1/2 frame), then the TV is PERFECT for fighters or as lag free as possible.

- If the lag measures anywhere from 9 ms to 34 ms or 2 frames, then the TV is ACCEPTABLE. Note that while gameplay will still be affected by a delay of 2 frames, most people will still have a difficult time noticing the difference immediately.

- Anything over 35 ms is unacceptable and would better off be left at home.

If your TV lags, there are a few things that you can do to fix it. Most TVs have a game mode that bypasses the normal processes that the TV uses to create the lag in the first place. Refer to your TVs instruction manual for instructions.

why the hell are wireless controllers banned!?!?!?!? i quit gc controllers to use a wii classic pro and this wireless rule is gey
Interference with other Wiis for starters.

Second of all, My rules are not based off MLG. They are from EVO which hasn't allowed wireless controllers since ever. No Self respecting tournament will allow wireless controllers.

I understand what you're saying but there is ultimate razer who uses wii mote and nun chuck. If you keep the no wireless controller rule Houston Texas as a whole will most likely not attend because of it, but it's your tournament.

This tournament is not self respecting. Last time I checked, Evo doesn't even carry Brawl at all. Every successful tournament so far in Brawl has allowed wiimotes other than MLG. I've been to large scale events with electronics and all, and the wiimote doesn't interfere with other electronics. It's the other way around in fact. You can go ahead and test it yourself. I've used the wiimote/nunchuck combo since my first tournament and never a problem.

That insult aside, I have a final ruling on Wii motes.

Under rule 7, which ironically is the source of the problem because it was written back before the Wii came out, states that players who wish to play pad, must use console default or other officially licensed controllers. Because console default on a Wii is wireless in nature, one can make the argument that a player can use Wiimotes because they are console default controllers.

I'll rewrite the rules later when I am in front of a computer (typing on a PS3), but there will be an addendum to the Brawl specific game rules that will specifically permit Wiimotes in any configuration, however, they MUST REMOVE the batteries in between each match. Failure to do so will result in disqualification.

May I ask the reason why you would make such a request other than the ****'s gay? I would have no problem with modifying my stage list as long as it isn't too extreme, but you must offer a reason why I should do so other than "it is in bad taste" as a reason.

One thing I WON'T do though is conform to MBR rules. I feel that they are too restricting to the TO, and only using the seven or eight stages that they "approve" IS in bad taste.

If however, one is seeking clarification on what is a starter, and what is CP on MY list, you can refer to this formula. Starters are combining MBR's recommended Starter stages Plus Pokemon stadium. Counter Picks are every other legal stage.

I feel as the river just hurts the game being played and makes it more inconsistent. Like sometimes you'll fall straight through the river and others it'll just continue to carry you along the river, also if you're trying to jump underneath one of the side platforms, so you don't have to take such a direct approach to get to your opponent, when that claptrap comes up and just murders you it might be one of the most frustrating things I've ever experienced. Sop with a rushing current and the jaws of death snapping out of the water at any moment, it makes it so inconsistent
