The Pokémon Trainer is no stranger to the world of Smash, as he has appeared in the series before in Super smash Bros Brawl, there he stood in the background while using Squirtle, Ivysaur and Charizard as his main means of battle.
However, his appearance in the series didn't last long outside of that as he was soon cut from the roster of Super Smash Bros for Nintendo 3DS and Wii U.(presumably due to hardware limitations as transformation based characters where either done away with or altered) the only remnant of the trainer that remained in Smash 4 was Charizard who remained as the sole playable character.
That said, the Pokémon Trainer has been an important part of the Pokémon franchise for years and are the main playable characters in the mainline Pokémon games, now even more so than ever thanks to the Pokémon X and Y games and especially Sun and Moon where they are more involved with their partner Pokémon, whether It's through their customization, Pokémon refresh, or the bond they share as they unleash their full potential through Mega evolution and Z-Moves. One item in particular that was introduced in the Pokémon Sun and Moon games allowed the Pokémon Trainer and their Pokemon to work together, even outside of battle, working as a replacement for HM's, is the Ride pager.
This item allows the Pokémon Trainer to summon any Pokémon to help them out whenever they encounter any obstacles or challenges that they need to overcome. And they aren't just limited to the six that are in their current party.
In smash, the Pokémon Trainer can use this to work more like a summon based fighter and be more directly involved in battle rather than what was essentially another form of transformation based character that he was in Brawl. He can call upon any Pokémon for any given attacks and remove them when they are no longer in play.
Moveset:
Here is a lineup of Pokémon that the Pokémon Trainer would be able to summon with the pager. (Note: these are just the ones I thought up, if you have alternative or better idea's for Pokemon that the trainer can summon, do let me know.)
Normal moves
Rapid jab
Doublade is summoned, it cuts through the opponent repeatedly until it then cross cuts them away.
Side Smash
The trainer uses Aipom to slap the opponent away with it's large tail.
Up Smash
The trainer uses mawhile by putting it on their head and then letting it's large jaw bite down at any opponents that come from above
Down Smash
The trainer summons Tauros to deliver a large stomp to the ground
Side tilt
The trainer throws a rock
Up tilt
Doublade gets summoned to deliver two quick slashes up
Down tilt
Aipom moves its tail down along the trainer, can cause opponent to trip.
Front air
Trainer summons Doublade to do two quick jabs at the front
Back air
Doublade does two quick jabs at the back
Down air
Aipom slaps it's tail down very hard, which can be used as a meteor Smash.
Up air
Mawile's trap jaw bites up rapidly.
Grabs
The trainers summons Mawile to trap their opponents into the jaws of It's back, the player can then choose to either chew down on their opponent or throw them into any of the four directions.
Special moves.
Neutral special: Solar Beam
The trainer can summon one Leavanny in the field which will charge up a solar beam, the beam will take about 10 seconds to charge up, once It's ready it will launch a strong solar beam. Afterwards it will get tired and will be unable to be used again for another 20 seconds. As the Leavanny is charging up It's Solar beam, the trainer is free to get back into battle in the meantime, so they can use this to get their opponent into the Pokemon's line of fire.
Side special: Charge
When on the ground, the move will be Tauros charge, where the trainer momentarily gets on Taurus to charge in towards any given directions (Much like Wario's bike)
When used in the air, the trainer will instead summon Staraptor to do an aerial version of this move (Much like Villager's Lloid rocket)
Up special: Fly
The trainer will summon Staraptor to fly up high into the air and then descend quickly to the ground, any opponents in the way will be launched away. You can use the side special as you descend in order to turn the move into a more powerful Brave Bird.
Down Special: Stealth Rock
The trainer summons Mawile to spread stealth rocks in front of them that will remain there for about 5 seconds at a time, any incoming opponents that touch this will be receiving damage, however, it won't cause any flinching.

Light that Burns the Sky
The trainer will summon Necrozma (In a similar fashion as Captain Falcon's Blue Falcon, duck Hunt's Ducks etc)
Any opponents that get hit by it will be sent towards an Ultra Wormhole where the trainer will perform the Z-Move of Light that Burns the Sky, Necrozma will then turn into Ultra Necrozma and perform it's Z-move. Once the animation, finishes, the opponents are sent out of the wormhole and launched away.

Well, there's a few off the top of my head.
For a flier, there's no competition for Pidgeot. If you wanna go comical with it however Tropius and Golurk are good choices too.
Meganium might be a better, more recognisable choice for a Solar Beam user, where it's neck petals could glow more depending on the charge. It could also be used in multiple Vine Whip attacks.
Espeon/Umbreon and Plusle/Minun are good duo Pokemon for attacks like down smash or nair to cover both sides. Plusle and Minun could also have a 2 part attack that has you place them both in different places one by one, and when they're both set down they create a line of electricity to each other. Espeon and Umbreon can also have a light/dark thing going on, where Espeon attacks with light during up air/up tilt and Umbreon attacks with darkness for down air/down tilt.
Clefairy could also be brought back to use Metronome, or Castform can be there to use Hail to create a cloud that sends down hail to do no-knockback damage.
Sylveon's also practically the mascot fairy Pokemon that can also use it's feelers as whips or to grab opponents.
Wobbuffet could be a counter Pokemon. Butterfree could use status-inducing powder attacks. Abra could teleport. Diglett could be a ground trap.

This one is more focused on the Eeveelutions, by Luminario
Jab: PT holds his arm out as Eevee pops onto his shoulder and swipes forwards with a claw. 2nd hit has Eevee flip forwards off of his arm and swipe downwards with its tail. 3rd hit has Eevee backflip upwards to do an upward swipe with the tail before blinking out of existence at the apex of the jump.
Ftilt: Jolteon appears in front of PT's head to do a quick downward slash with its paw as it falls to the ground.
Utilt: Vaporeon jumps off of PT's head to swipe upwards with its tail.
Dtilt: Flareon spews out a small ember along the ground.
Dash: PT skids along the ground as Eevee headbutts forwards hard.
Fsmash: Lava Plume. PT points forwards as Flareon hits the ground with both paws, causing an eruption of fire in front.
Usmash: PT throws Jolteon upwards as it spins, doing multihit damage above before shooting the opponents away. PT catches it on the way down.
Dsmash: PT brings his arms in before lowering his body and extending his arms outwards to each side, as Vaporeon creates a splash of water on each side.
Nair: Espeon and Umbreon appear and circle PTs waist in a mix of lilac and scarlet light. Hitbox is similar to Peach's nair. PT holds his arms to his chest and spins with the Pokemon.
Fair: Icy Wind. Glaceon appears in PTs arms and blows an icy wind forwards. Has a slight windbox to it for foes out of range, similar to Palutena's smash attacks.
Bair: Leaf Blade. Leafeon appears behind PT and spins downwards, slashing opponents in front with its tail. PT looks backwards, similar in pose to Peach's backwards jumping animation (if anyone knows what that looks like besides me)
Uair: PT turns his body so that he's facing upwards as he holds Espeon, who's also facing upwards. Espeon then creates a ball of light that explodes half a second later. 2 hits.
Dair: Mean Look. PT turns to face the ground with Umbreon in his arms instead. Umbreon then creates a ghostly face with glowing red eyes that hits opponents away.
Grab: Sylveon pops up to constrict the opponent with its feelers.
Pummel: Sylveon squeezes its feelers tighter.
Fthrow: Sylv lets the opponent go then slaps them with 2 feelers hard in a X motion.
Bthrow: Sylv simply throws them backwards around PT.
Uthrow: Sylv summons a small Fairy Wind tornado that shoots the opponent upwards. Has an upwards windbox on opponents outside the grab.
Dthrow: Sylv lifts them up then whacks them into the ground hard.
B: Eevee Assist. The main unique part of this moveset. Summons the last Eeveelution used to do an attack. Only good for one charge, as pressing B after using this move simply Summons Eevee, so you have to re-use the specific Eeveelution move to re-summon it. Solo Espeon and Umbreon attacks both summon them both regardless. PT performs the specific Z move ending pose for the type of Eeveelution summoned.
Eevee: Simply headbutts forwards. Good range.
Vaporeon: Water Pulse. Shoots a water ring forwards that expands, revealing a blind spot in the centre of the projectile. Goes through stages.
Jolteon: Discharge. A rather defensive move. Jolteon immediately creates a shockwave of electricity around itself, with a range that covers all of PT.
Flareon. Fire Spin. Flareon creates a small vortex of fire a small distance in front of it, reaching up to around half of PT's height. Multihit and hits the opponent straight up for follow up attacks. Blind spot close to PT. Similar to Palutena's Explosive Flame.
Espeon + Umbreon: Reflect + Payback. combination of a reflector and a counter. Espeon appears in front to create a barrier of purple light that reflects projectiles, as Umbreon apppears behind and readies itself to counter. Only projectiles shot to the front of PT are reflected, while only attacks that hit from behind are countered. PT's pose is the Psychic Z move pose unless Umbreon counters something, where he turns and performs the Dark Z pose.
Leafeon: Magical Leaf. Leafeon throws out a single rainbow leaf that slightly follows the nearest opponent as it moves forwards.
Glaceon: Ice Shard. Glaceon shoots out a fast shard of ice straight forwards.
Sylveon: Draining Kiss. Sylveon shoots out a love heart that floats forwards. If it hits an opponent then half the % dealt heals PT. Comboes from down throw at low %.
Side B: Leaf Blade. PT flies forwards as Leafeon slices upwards with it's tail. Good as a combo starter but unsafe on shield.
Up B: Fairy Wind. PT hold Sylveon in his arms as they're both surrounded by a transluscent pink tornado that lifts them up. At the end PT releases Sylveon upwards as he then freefalls. multihit during the rise but low knockback at the end.
Down B: Hail. Glaceon appears and creates a small grey cloud just above PT's head that floats forwards, letting down small shards of ice periodically. no knockback damage. Range is just before 3/4ths of FD. Shards can be reflected but not cloud.
Final Smash. Evoboost Rainbow. PT summons Eevee to shoot forwards at high speed. If Eevee hits an opponent then they're trapped as the different Eeveelutions warp in to attack from all angles, resulting in heavy damage and knockback.
Taunt 1: Eevee warps in as PT grabs it then hugs it, then lets it warp out.
Taunt 2: Flips up a Pokeball then grabs it out of the air.
Taunt 3: Performs a random Z move dance.
Not super confident about the FS idea but whatever. Each Eeveelution warps in as soon as the attack is inputted and warps out as soon as the attack is over or PT was hit out of using it, with a colour coded flash of light to indicate exactly which Eeveelution was used.
Ftilt: Jolteon appears in front of PT's head to do a quick downward slash with its paw as it falls to the ground.

Alternate costumes.
Much like Bowser jr and Villager, the Pokémon Trainer can have multiple alternate costumes representing various main protagonists throughout all the Pokémon generations.
Albeit the number may be a bit too high to include every single one of them, they may be able to include at least four males and four female's to have a set of 8. Red, Ethan, May, Dawn and Serena seem to be particularly popular trainers that can be used (If their individual proportions work out)
Pro's:
- The Pokémon Trainer is an iconic part of the Pokémon franchise and due to their appearance back in Brawl, It's clear that Sakurai has tried to implement them in Smash before (albeit a bit wonky)
Con's:
- Sakurai is kind of infamous for not really changing up characters from previous Smash games too drastically from their previous incarnations.
- Pokémon Trainers aren't exactly known to engage into battle themselves other than at the Safari Zone (sort of) and a certain kid from Pallet Town who headbutted a scientist and tried to punch a Mewtwo once....
