Heracross is basically a better Sawk, Samurott might've actually been decent in UU pre-Venusaur.
They really wouldn't be OU. Like, not at all.

Ok fine, 4th Gen UU is like the worst Pokemon in RU/ top of NU.

That list has Pokemon spread pretty fairly across Gen V OU, BL, UU, RU, and NU.... and Ubers (lol Blaziken).
The overwhelming majority are either still UU or went to RU. Only a few dropped to NU or raised. It's just that old Gen IV OUs dropped to UU to make it more like Gen IV OU- so the other half of the majority (the ones that went to RU) are what make Gen V RU more like Gen IV UU. If it means anything, SilentVerse plays Gen V RU because the metagame is very similar.

There are a lot of Pokemon on that list that are NU. Also some are now RU and the only ones that are OU/UU are Pokemon that got new abilities/moves.
