How do you consistently connect both hits of Nair on some of the shorter characters when they are on the ground? Some times I get it off, but most of the time I get better results by whiffing the first hit and hitting the second. This is really annoying me.

try sliding your finger from the X/Y button to the A button so you do a rising nair. This way, the first hit will hit the smaller character (I'm assuming you are trying this on fox) and then you can shffl the nair normally the second hit will also hit.
