That would be a hole in the skull, located above each eye in most lizard or dinosaur species. Sometimes its used as an earhole. Its supposed to be anatomically correct, so mehflehblehhelhelhelblah I put it there.
EDIT: Or maybe you meant the Mew silhouette in front of the moon...
