    Because it would be a poor level constuction to have the stage be only at the starting line of mario circuit when you could easily incorperate the mute city effects.

    My guess is two reasons: 1) It's flashier, 2) maybe it's now innately harder to throw people off and edge guard? thus higher percent damage
