No, Fox and Falco actually aren't piloting the ships anymore. Instead they have Slippy, Krystal, and Peppy pilot the Arwings while Fox and Falco fight on foot in Brawl.

Also on a random side note, Panther sucks. Like really bad. He needs to die. Oh, and Pigma just absolutely needs to return to Star Wolf. Just have Star Wolf kill off Panther or kick him out and have Pigma subsequently replace and possibly kill him. That would be, in M. Byson's words, "DELICIOUS!"
