Whats the best way to train for a tournament (excluding playing against another person)?

Isn't a Tier list supposed to go best (or easiest) to worse (or hardest)? And as far as I know, Lucas, Ness, Pokémon Trainer, and Yoshi are all pretty hard to learn. And someone like Toon link, Falco, and even ZSS aren't as hard to learn.

This is probably a dumb question but do any toon link's moves have a sweet spot? if yes, which ones?
