If you're getting punished while recovering, tornado all the way up and side B towards the stage. While dropping, just pressure with aerials.

I usually counter whatever the other players character hates. If you can't decide, however, try Yoshi's Island. The slanted edge allows you to drop hop down B across half the stage with all the priority. It's a really nice way to approach playing against characters like MK and Marth.

Those tips on how Luigi play Falco, I find to be not useful. Approaching Falco with Bairs can get you grabbed, down-throwed, dair, reverse grab, down throw, dair for an easy 60+ damage. Falco is a hard match up.

The best Down Throw Combo... Down Throw -> Wait for the air dodge -> Up Smash

I use that, and I own a custom painted black and orange one with an L in the middle.
